A revisão sistemática da adoção [1] e a análise da estrutura de subsídios [2][3] encontram consistentemente que a política é um motor dominante — o que é outra forma de dizer que o mesmo carro é uma proposta financeira diferente dependendo de onde está registrado.
Efeitos da política na adoção de VE
A intensidade da rede é a variável de emissões
Um carro elétrico sai da fábrica com uma dívida de carbono da fabricação da bateria e a paga ao longo da distância, emitindo menos durante o uso. A rapidez com que a paga depende quase inteiramente da eletricidade que consome. Em uma rede de baixo carbono, a distância de equilíbrio é curta; em uma pesada em carvão, é muito mais longa.
Duas assimetrias favorecem o VE independentemente. As redes descarbonizam ao longo do tempo, então o carro fica mais limpo ao longo de sua vida, enquanto um carro a combustão não. Os incentivos mudam rapidamente
Subsídios à compra, tratamento do IVA, tributação de carros de empresa, isenções de impostos rodoviários, acesso e privilégios de estacionamento nas cidades variam por país e vários mudam anualmente.
